By: M.S.Yatnatti: Editor and Video Journalist Bengaluru: Unban poor can apply online and those who can access a computer and register need not pay anything and those who do not have this facility can pay a nominal fee at citizen service centres .The Directorate of Municipal Administration said only citizen service centres are authorized to facilitate enrolment of the urban poor for the Prime Minister's Awas Yojana (PMAY). The directorate is the nodal agency to implement the Centre's scheme in Karnataka with the assistance of the Rajiv Gandhi Housing Corporation (RJHC). Vishal R, director at DMA, Reportedly told reporters that , "The enrolment process began a few days ago and about 6.8 lakh applications have been uploaded on the website. But we have not outsourced or authorized just about everybody to enroll for the poor. A circular sent by the ministry of housing and urban poverty alleviation empowers citizen service centres to help people register and file their forms online for a fee of Rs 25, excluding 15% service tax.Otherwise, registration and filling up of forms is free. Those who can access a computer and register need not pay anything. . In Bengaluru, it is the BBMP, the implementing agency under the nodal supervision of the DMA and Bengaluru One centres, where one can register and fill the form on the PMAY website and pay the fixed fee.Urban local bodies (BBMP in Bengaluru) can also help citizens through their individual login IDs provided. aadhaar number is compulsory for registration and uploading the application form at http://pmaymis.gov.in/. If citizen is from slum: ISSR (Insitu slum rehabilitation component and If Citizen is from non slum:i.Has land of his own and interested in construction: Beneficiary led construction BLC (new construction) incase existing structure is kutcha or semi pucca, BLC(enhancement) inca se existing structure is pucca and enhancement of minimum 9 sqm and max area after enhancement should not be more than 30 sqm ii.Can afford to construct or purchase house using housing loan:Select CLSS Credit Linked Subsidy Scheme. Citizen will get subsidy on home loan. iii.Donot have any land to construct or cannot afford home loan Select Affordable Housing in Partnership AHP Component

Income criteria?: Household incomei.0-25000 per month (EWS): Any component can be selected ii.25000-50000 per month (EWS and LIG): Only CLSS component can be selected iii. Greater than 50000 per month: not eligible to apply for this scheme or will not b e able to submit application.Munish Moudgil, director of RGHC reportedly said to reportersthat , "The scheme first aims to provide financial assistance through the Centre and state to people who already have sites. There are four different methods under which they are able to avail of this benefit. There is a thorough scrutiny of applications and background verification of the applicant after which heshe is entitled to the scheme's benefits. The scheme also benefits those who want to extend their existing house through beneficiary-led enhancement methods for an extension of 100sqft only.".However, plans to provide people with a site or house in future depends on the proposals of the RGHC and BBMP. This will be sent to the DMA before it's scrutinized by the Centre. This year, BBMP has to build 5,672 dwelling units for applicants who either have sites or are living in rented houses in slums.
