By : M.S.Yatnatti: Editor and Video Journalist Bangalore : Government is resource creator and facilitator . Spectrum auction may fetch Govt one lakh CR but Modi may lose trust of one billion people .Reportedly Modi can do wonders to lift economy of India and its people and run a welfare state and make every citizen employable and profitable . Modi is not a seller and citizens are not byers of Indian government.Modi is requested not to sell everything and every resource available with government. Modi ji you are prime minister of India and not CEO of a commercial company to sell the products.Government should act as facilitator and not as profiteer. Do not take advise from CAG about what the government should do .If CAG is allowed to dictate government then they will say that Modi has made loss of RS 100 lakh CR by notauctioning river and mineral water and Indian Air as Indian companies are making money out of it..Will government heed such a advise and auction river water and Indian Air as this is precious natural resource. The spectrum auction may fetch govt RS 1 lakh CR but MODI will loose leadership for long term as when people will be directly affected at large and everybody get the pinch of raising price raise in mobile tariffs people start remembering the UPA government and Dr Manmohan Singh which has not auctioned the spectrum for the benefit of its general public as every citizen uses today mobile whether he is rich or poor and tariff is affordable . There may be and may not be lapses and in allotments of spectrum as still courts have to decide on allegations of corruption but it was a presumptary loss calculated by CAG .Anybody can make presumption and may make accurate presumptions for running business but one should not forget that government running is not a business for profit otherwise it has shut everything which is not earning profit.
As per views expressed by many the idea that government should be run like a business is a popular one with many of business persons and few CAG officers . But this betrays a basic misunderstanding of the roles of the private and public sector. We should no more want the government to be run like a business than a business to be run like the government. Hence, to ask that the government be run like a business is tantamount to asking that the government turn a profit. The problem in a nutshell , is that not everything that is profitable is of social value and not everything of social value is profitable. To reiterate, the key issue is this: not everything that is profitable is of social value and not everything of social value is profitable. The proper role of government is the latter. Those arguing for a business model for government must necessarily be ready to shut down all government functions that do not earn a profit, regardless of their contribution to our well being. And, if the public sector is being run properly, that should mean every single one. If it's profitable, they shouldn't have been doing it in the first place. There is no need for the government to start a chain of hamburger stands, hardware stores, or coffee shops. Rather, they run child protective services, the National Park Service, and the Air Force. Profit is the realm of business, while unprofitable but socially useful tasks is the responsibility of government.
