By: M.S.Yatnatti: Editor and Video Journalist Bengaluru: The site Number 65 40x60 dimension is allotted to Sri Penchalaiah an SC person in Arkavathi Layout Block VI (SC/ST) is very much available as per approved working Layout Plan for allotment and land is acquired as per latest second final notification and it is not in affected list of de-notification of 857 sites (of various dimensions) in 16 villages as published by BDA. Request is made to issue CDR in respect of 2014 site Number 65 40x60 dimension in Arkavathi Layout Block VI (SC/ST) which comes in Survey Number 26/1 26/2 and 26/3 and 26/4 K Narayanpura village which are finally acquired with second final notification as appeared in notification gazetted on June 18, 2014 for Arkavathi Layout Block VI as per latest approved working Plan after de-notification in with second final notification as appeared in notification gazetted on June 18, 2014. Not executing Lease deed/ sale deed to SC/ST Persons and trying to allot it to other in the same layout is termed as atrocity and injustice to SC/ST Persons and person reserve the right to file atrocity case against all concerned officers of BDA.
BDA secretary need to immediately hear my RTI Appeal and resolve the problem by executing the sale deed or face the IPC case in police station under attocity Act for snatching and dispossessing SC ST site. DS-II has replied under RTI that " Penchalaiah will be given alternative site and he asked to provide details about it from engineering department .I had immediately filed appeal before secretary BDA that "Bangalore Development Authority Bangalore duty bound to execute Lease cum -sale deed in favour of Penchalaiah for site Number 65 40x60 dimension Arkavathi Layout Block VI and when it is allotted to SC/ST Person and he has paid complete amount demanded and site No Number 65 is available and land is ooficially acquired in second final notification . BDA cannot snatch and disposes this site from penchalaiah and give it other which is atrocity to a schedule cast person under Atrocity Act .Not executing Lease deed/ sale deed to SC/ST Persons and allotting other castes in the same layout is termed as atrocity and injustice to SC/ST Persons and person reserve the right to file atrocity case against all concerned officers of BDA. It is reported and alleged that that huge and unlimited corruption is ruining the BDA Specially in DS -11 section. This will be first time that SC ST person will use his legal right under attocity Act and file atrocity case in Police station against BDA officers to get the sale deed executed .BDA need to cancel sale deed if it has made to somebody else in respect of the samesite Number 65 40x60 dimension Arkavathi Layout Block VI and execute the sale deed in favor of penchalaiah.BDA secretary need to immediately hear the RTI Appeal and resolve the problem by executing the sale deed or face the IPC case in police station. The Bangalore Development Authority can use proper software and hardware and automate the process of digitization for every day it create information and full potential of Digital India can only be realized when all the information created is made available instantly anytime anywhere on any device .Sadly this is not happening despite Bangalore is IT capital of Asia. Lot of information is still in silos and major chunk is still on paper and every day information on paper is created.E mails are still not used by the departments. Organaisations must digitize their records every day not only to reduce the paper but to ensure smooth flow of nformation.Government to motivate and prioritize the digitization and understand what to digitize and how to digitize and how to name the files for retrieval of the information by selecting best hard ware platforms and best software platforms for document management systems. This will reduce the corruption.
