Stop forcible recovery of loans despite loan waiver by Government and government has been informed about this loan waiver..Despite State government have made budgetary provisions for SC/ST Loans waiver but instead of informing loan waiver every time ARCS Central ZoneBangalore Mr Murali mobile number 9845302262 calls for forcibly recovery of SC/ST loans from Bangalore Mahanagar Palike S C Workers co-op society Ltd despite they have submitted loan waiver application several time. Instead of forwarding details to Joint registrar Cooperative society (Urban Banking Department) he is forcibly recovering the dues which have been waived by Government order which is not communicated to them by Joint registrar Cooperative society (Urban Banking Department).He threatens action on SC/ST persons. Joint registrar Cooperative society (Urban Banking Department) Ali Askar RoadBangalore has till today has not communicated loan waiver of SC/ST persons who are members in Bangalore Mahanagar Palike S C Workers co-op society Ltd which has taken loan of 200 lakhs from state owned DCC Bank andbalance amount payable by members is 160 lakhs and 12.75 lakhs balance remaining (out of 20 lakhs) loan given by Government of Karnataka through co-operation department .A total of 160 plus 12.75= 172.75 lakhs need to be waived of by the Government. Government of Karnataka made budgetary provisions for loan waiver schemes for SC and ST people for of loan waiver of SC ST persons which haswaived cumulative loans and interest arrears to the tune of Rs.1,225 crore owed by 10.3 lakh beneficiaries of the SC and ST and weaker sections of society and madebudgetary provisions for loan waiver schemes forSC and ST people.
Rs. 11.00 lakh not sanctioned despite budgetary provision to Bangalore Mahanagar Palike S C Workers co-op society Ltd : 2652 members who are poor SC people and members in BBMP Pourakarmikas/Safai Karmachari in need of financing and better infrastructure and total computerization and office up-gradation . As Bangalore Mahanagar Palike S C Workers co-op society Ltd is in need of funds to create and to undertake economic activities and to create infrastructure and assets for the benefit of their members . Bangalore Mahanagar Palike S C Workers co-op society Ltdrequested government to issue necessary orders for release of financial assistance of 11.00 lakh to Bangalore Mahanagar Palike S C Workers co-op society Ltd under state government scheme to Societies organized by the SC/ST, BCM and Minorities do not have sufficient funds to undertake economic activities for the benefit of their members. Hence with a view to assist these societies to create infrastructure and assets, financial assistance is provided under this scheme. A sum of Rs. 11.00 lakh has been provided for this programme in the Annual Plan 2015-16.
DC is requested to allot the land : Application made by Bangalore Mahanagar Palike S C Workers Co-Operative Society Ltd”. for allotment of Available Government land of 22 Acres 38 Guntas (As 8 acres is already allotted to Dalit Gramaudyoga Sangaha ) in Survey Number 24 of Lakshmipura village Dasanpura Hobli Bangalore North Taluka Bengaluru Urban District out 30 Acres 38 Guntas for state level office and community center 2 Acres 38 Guntas and 20 acres for distribution of house sites 20x30 sits (40 sites in one acre and in 20 acres 800 sites for poor SC members ” Bangalore Mahanagar Palike S C Workers Co-Operative Society Ltd”. It has been stated in the RTC that 18 Acres 38 Guntas has been reserved for SC/ST site less people as per order dated 15-04-2015 .If it is not allotted to anybody then Government can consider allotting it poor SC members of Bangalore Mahanagar Palike S C Workers Co-Operative Society Ltd”. If this land is not available then DC can allot any available land in BBMP BMRDA BIAPPA limits.
It is pertinent to note that recently The state cabinet has put in place guidelines for allotment of government land to any institution and same has been gazetted on 09-06-2015 .The land allotment rules applies to those who seek land for education, religious activity, agriculture and non-agriculture activity, etc. "Now, Governmenthave clear guidelines about who to give the land and at what rate. What are the purposes for which land can be given?''.For instance, if a religious institution of someone from the SC/ST community requires land, it has to pay 25% of the guidance value and if the organization is from other communities, it's 50% of guidance alue. Likwise , if an SC/ST organization wants land for education purpose, it has to pay 50% of guidance value, while it is 50% of market value for other communities. If the same land is required on lease, it's 10% of guidance value for SC/STs and 10% of market value for others.
I have asked PIO of RCS in Karnataka toprovide me the information under section 4(1) (a) (b) (c) (d) whether ARCS has power to forcibly recover loan when Government of Karnataka has waived SC/ST Loans .This information and reasons need to be provided to me as per Guide on RTIto Information Act 2005 published by the Government of India Ministry of Personnel, Public Grievances & Pensions Department of Personnel & Training (available here :http://rti.gov.in/RTICorner/Guideonrti.pdf) on page 12 and Para 9, following is stated: Providing Reasons for Decisions: The public authorities take various administrative and quasi-judicial decisions which affect the interests of certain persons. It is mandatory for the concerned public authority to provide reasons for such decisions to the affected persons. It may be done by using appropriate mode of communication .Attention is also invited towards the thread 'affected person ' under rti act.In fact, it can be said that "Affected" refers back to an action. The"Affected Persons" are the ones who are affected by that action. The reasons need to be given to affected person and copy of that can be given to me under 2 f of RTI Act. The DC office is THE PUBLIC AUTHORITY under obligation to provide information "PUBLICLY” under section 4(1) (a) (b) (c) (d).
