By: M.S.Yatnatti: Editor and Video Journalist Bangaluru: Public Toilets: New business models need to be devised as all other models have failed . The public toilets in the city are very smelly and also are in horrible condition.People don't feel like using them.In such a situation,a new proposal to maintain the public toilets on commercial basis has been proposed by pourakarmika NGO . They are not able to generate utility bills and salary payments to pouarakarmikas to maintain it .Public toilets can be constructed on public private participation basis. BBMP is not just committed to sanctioning funds to construct public toilets in each ward, but also directed the Commissioner to explore the possibility of maintaining the existing toilets on a public-private partnership (PPP) basis on commercially viable proposals . BBMP take up construction of public toilets under PPP. He said that the agencies could be allowed to put up advertisement hoardings and two shops on front side on the toilets and maintain the toilets. The BBMP is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976. As per a survey, The NGO he claimed that the city needs at least 25,000 toilets.
The Chranjeevi N V secretary of BBMP Poura Karmikara makkala kshemabhivruddhiSangaha” "R”had said in a letter to BBMP Commissioner that its SC/ST members want to run Toilets on commercial basis to build operate and then hand over toilets after a period of 99 years as per his proposal . All other models have failed to maintain the public toilets and only commercially viable proposals need to be considered the secretary said .Chiranjeevi has Requested BBMP to allot BBMP Poura Karmikara makkala kshemabhivruddhiSangaha 2500 toilet locations (only urinals free) at BMTC bus stops in all main roads and onfront of Metro Stations Hospitals Malls Playgrounds and other areas public congregations places with specific guidelines on BOT to SC/ST members (children of pourakarmikas ) of who will take soft loans at Karnataka Government SC/ST corporation to build toilets on BOT (99 years Lease ) to his organization members with a option of frontal advertisements and two small shops one pan shop or ATMand another Sanitary hardware shop or Mobile currency shop whichever is suited in the place and at the back male and female toilets with bath rooms and urinals. Bangalore requires at least 25,000 public toilets to suffice the requirement and BBMP is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976.
Chiranjeevi said that BBMP did nothing to appoint Poura Karmikas despite advertisement : Despite applications received there isdelay in conductinginterviews for appointing Pourkarmikas despite several thousand applications received for the advertisement in 2014and despite Government gave nod for their appointment in 2010. And also BBMP did nothing for conductinginterviews for appointing Pourkarmikas despite severalthousand applications received for the advertisement in 1990and 2014. Does calling for appointments and not conducting the interviews amounts to cheating the Public of their hard earn money by collecting huge fees from poor poura karmikas ?and it is not known with the application money collected by way of selling the applicationformin 2014 and 1990 and where that money is kept and in which Bank and in which account it is kept..
The Chranjeevi N V secretaryof BBMP Poura Karmikara makkala kshemabhivruddhiSangaha” "R” demandsthat Bangalore requires at least 25,000 public toilets to suffice the requirement and BBMP Commissioneris obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976 . Chiranjeevi Karmika leader had requested to take central funds of swachh bharath abhiyan or get 10 public toilets built by corporate and maintained free by BBMP by appointing 5000 additional poura karmikasand appoint one poura karmikafor 5 public toilets . There is need to increase more safai karmchari and give them cleaning machine in their hands. The BBMP is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976. Many roads in Bangalore have become are notoriously free public toilets. BBMP should come out with a scheme of free public toilets as a city where several lakhs people are below poverty line how they are expected to pay you money for urinating in Public toilets by paying one rupee when they cannot pay for their daily food. They will be forced to urinate in public road as they will not have money for their food only.
