By: M.S.YatnattiEditor and Video Journalist Bengaluru: A continued injustice happening .A grave irregularity and misconduct has been committed by Public Information Officer and Under Secretary Police Services -BSri Devendrappa Kattimani by issuing endorsement violating the Notification No. DPAR 11 SCA 2001 dated 28th May 2002 and I request Home Minister and DPAR and Home Department Principal secretary to initiatedisciplinary proceedingsagainst Under Secretary as he has rejected to re-consider theapplication for appointment on Compassionate GroundsofMr Raja Hyder Sunagad S/O Late A.R.SunagadPolice InspectorCOD Bangaloreand his application dated 09-01-2001 whichneed to be re-considered on 28th May 2002 and he needed to havegiven the appointment on Compassionate Grounds as was given to several hundred persons as per this Notification No. DPAR 11 SCA 2001 dated 28th May 2002.From 28th May 2002 to 17-12-2013 several years this injustice is done to Raja Hyder Sunagad S/O Late A.R.SunagadPolice Inspectorwithout re-considering the application and even continued till today by not re-considering the application. This is an opportunity to pay tribute to the lives of several police personnel who died on serving the nation by providing job to their kith and kins as per amended rules. DG and IGP and K J George the current Minister of Home for the state of Karnataka. are requested to resolve the many issues faced dependents of by police officers who died while in service and their sons and daughters are still not Appointed on Compassionate Grounds ;AOCG. "Government of Karnataka made a special provision to those Government Servants s who died while on duty on or after October 1989 as per Notification No. DPAR 11 SCA 2001 dated 28th May 2002.Notification DPAR 11 SCA 2001, dated 28th May 2002 amended the Rule 9 of notification DPAR 19 SCA 99 on24-11-2000 . Under Rule 3 (i)(ii)which has stated that "3. Amendment of rule 9.- In rule 9 of the said rules, after sub-rule (2), the following shall be inserted, namely :-"(3) All applications for appointment on compassionate grounds made between the thirteenth day of September 1996 and the date of commencement of the Karnataka Civil Services (Appointment on Compassionate Grounds) (Third Amendment) Rules, 2002 by the dependents of the Government servants who died on or after twentieth October 1989 (other than the applications made by such dependents after the first day of April, 1999 and till the date of such commencement in contravention of the first proviso to rule5) which are - (i) rejected on the ground that they were not made within the period specified in rule 5, or (ii) pending on such date of commencement, shall be deemed to have been made within the period specified under rule 5 and shall be reconsidered or as the case may be considered for Appointment subject to other provisions of these rules."
