By: M.S.Yatnatti: Editor and Video Journalist Bangaluru: : Joint commissioner BBMP Malleshwaram zone and EE Gandhinagar BBMP has terminated legally valid thirteen contracts given to Genius Enterprises after tender process illegally and without giving possession despite work orders were given and gave these thirteen contracts and possessions to Vishal International Association without tender process illegally .It is reported and alleged that Joint commissioner BBMP Malleshwaram zone has given more than 150 existing toilets maintenance contracts to Vishal International Association illegally on BOT - Build Operate and transfer basis on 15 years contractswithout calling tenders for BOT contractsand snatching the contracts and work orders already given as per tendersto ex BBMP employees and their children's. It is reported that that this irregularity is committed under the influence of unlimited corruption.

It is not permissible under law to provide existing toilets under BOT - Build Operate and transfer basis .Ready toilets giving on BOT is out of question..Total illegality committed by Joint commissioner BBMP Malleshwaram zone he cannot give existing toilets on BOT.. Let Vishal International Association build new toilets under BOT - Build Operate and transfer basis after bidding in the tender and without calling tenders no BOT - Build Operate and transfer basis can be given to Vishal International Association . It is reported and alleged that there was such an MOU with other organization which has made 2.5 crore loss to BBMP and It is reported and alleged that same person has come with new name again to loot the existing infrastructure and mint money illegally and then leave it to BBMP

The pourakarmikas president Narsimha demanded probe and CID Investigation on Joint commissioner BBMP Malleshwaram zone WHO has given more than 150 existing toilets maintenance contracts to Vishal International Association illegally on BOT - Build Operate and transfer basis on 15 years contractswithout calling tenders for BOT contractsand snatching the contracts and work orders already given as per tendersto ex BBMP employees and their children's. The BBMP is obligated: The BBMP is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976.BBMP must provide water and electricity free of cost to these Public Toilets. Otherwise theses toilets will become dysfunctional as running them profitable is not feasible at all places. "No need to issue notices to The toilet operators in respect of water and electricity bills. No need tocut the water line once, it isinconvenience to the publicand need to amendrules and resume supply of water and electricity free of cost to these Public Toilets.Higher authorities at BBMP, need to take further step to amendrules as The BBMP is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976 ."

Contract labor has become a common practice in every department despite several permanent jobs lying vacant. 193 Pourakarmikas have been given same salary by the efforts of Sanghabut still they need to be absorbed in permanent cadre in notified areas. All the pourakarmika organisations should unite and fight for their rights The other major demands of the Narsimha included filling up of the 4,000 vacant posts sanctioned on January 30, 2010, within the next three months, banning contract labour tenders, appointment of dependants of the retired pourakarmikas to maintain public toilets, and using auto tippers to clear garbage. The pourakarmikas president Narsimha also demanded pushcarts, trolleys, handgloves, aprons and other equipment for collection of garbage. Hakku Patra and saledeeds need to begiven to those Pourakarmikas who have not yet received despite the are eligible to get it as per law. Narsimha is The Elected President of "BBMP Poura Karmikara and Arogya Gangman Gala Sangaha” by DeputyCommissioner (Admin) and electoral officer as per guidelines B12 (C1) PR37/11-12 subsequently Registered as Trade Union .

In West zone, 17 vehicles used by the BBMP were registered as non-transportation vehicles and fake payments were made and money withdrawn with active connivance of BBMP officers and contractors . " As a result, payments of Rs 88.95 lakh made on these vehicles during 2008-13 were fictitious," the report alleges . thre is `99 lakh fiasco and scam and Mandur mess is artificially created to cover up these scams in BBMP : BBMP's failure in commissioning the garbage segregating unit for over three years led to dumping of mixed waste in Mandur landfill and unfruitful expenditure of Rs 99.46 lakh, says CAG report. So question arises what kept the BBMP from implementing it? Something as basic as the absence of inter `7.46 cr goes down the drain: The storm water drains in the city are designed to carry rain water and sewage. To prevent sewage from entering the Vrishabhavathi valley, a sewage water treatment plant was proposed. But it hardly kicked off, resulting in wasteful expenditure of Rs 7.46 crore. Reason: the BBMP didn't ensure availability of land before kick starting the project in June 2008. Of the 28 works, 15 works worth Rs 11.24 crore could not take off due to this. Also, the BBMP commissioner didn't ensure preparation of DPR, leading to defective planning. "Garbage was found burning in a sewage treatment plant and parts of the chain link fencing were stolen,” as per the CAG report .

Narsimha Karmika leader and president BBMP Poura Karmikara and Arogya Gangman Gala Sangaha”demandsthat Bangalore requires at least 25,000 public toilets to suffice the requirement and BBMP Commissioner M. Lakshminarayan is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976 . Narsimha Karmika leader had requested to take central funds of swachh bharath abhiyan or get 10 public toilets built by corporate and maintained free by BBMP by appointing 5000 additional poura karmikasand appoint one poura karmikafor 5 public toilets . There is need to increase more safai karmchari and give them cleaning machine in their hands. The BBMP is obligated to provide toilets as part of social infrastructure in the city as per the Karnataka Municipal Corporations Act, 1976. Many roads in Bangalore have become are notoriously free public toilets. BBMP should come out with a scheme of free public toilets as a city where several lakhs people are below poverty line how they are expected to pay you money for urinating in Public toilets by paying one rupee when they cannot pay for their daily food. They will be forced to urinate in public road as they will not have money for their food only.Self help is best help in cleaning and sanitation as nation is notoriously careless about rubbish and garbage disposal. Nation do not have solutions to disposal of solid waste .wasted is collected and dumped on heaps creating health hazardous dumps .Cleaning one area and dirting other villages by dumping garbage there in villages.. No recycling industries are promoted .Solid Waste is not converted to manure and supplied to farmers.

Conclusion: Citizens can force every PA to create information every day strictly as per the system and procedure as per listed Acts and rules regulations listed under 4(1) (a) (b) (c) every day and that can be cross cheeked by applicant by asking reasons under 4(1) (d) by the affected person and copy of the same can be given to any applicant under 2( f)of RTI Act .Promote transparency and accountability in the working of every public authority. Policy on Prevention, Detection, and Remediation of Fraud and Corruption by government is must and a major element of good governance is the control of corruption. For that reason, controlling corruption has been a key indicator. Good governance is a keystone of government.
