The important lung spaces are out of bounds for most parts of the day. The reason given about The security angle is not only sounds lame but also reflects BBMP's inability to take care of properties meant for the well-being of its citizens .Little children who stays with their parents has no option but to play on the terrace of their house. The park nearest to their places are closed ost of the time ."First, there are less parks . Bangaluru area is decent and has a few beautiful parks. Though the few parks are open in the afternoons, it's mostly full of college students who go there to play. By 6pm, the gates are closed. In such a situation, it only makes sense for play on the terrace rather than goinmg to park .Bangalore is perhaps the only city in India with 938-plus public parks, but all are closed through the day . Bound by time, they are either open for two to three hours in the mornings or for short durations in mornings and evenings. According to town planners The quality of life in any urban centre depends upon the availability of and accessibility to quality social infrastructure .Social infrastructure can be looked at in terms of the facilities indicated in the CityLevel Master Plan, and Community Facilities, which are indicated at the layout plan level in various use zones. Together ,these include Social Infrastructure facilities pertaining to Health, Education, Sports Facilities, Socio-cultural activities, Communications, Security and Safety, and Other Community Facilities pertaining to Recreation, Religious activities, Social Congregations and Community Events,Cremation/ Burial Grounds etc. These aregenerally planned in terms of population norms with stipulated permissibility conditions and development controls.'Social infrastructure refers to the community facilities, services and networks that help individuals, families, groups and communities meet their social needs, maximise their potential for development, and enhance community wellbeing.'
Reportedly Whether it's the oldest and biggest lung spaces like Coles Park in Fraser Town and Jayamahal Park or the little green abodes like the one on Rest House Road near MG Road, the gates are shut the moment morning walkers step out.While Coles Park is built, owned and maintained by BBMP, the one in the CBD is maintained by Purvankara, a real estate company.The Palike neither has control over such private bodies nor can it dictate the timings. Says BBMP commissioner M Lakshminarayana: "No rulebook specifies that parks have to be closed through the day. Neither is there a rule stipulating opening and closing time."So why exactly are the parks closed? "It's only for security reasons that we restrict entry to certain hours of the day . Maintenance is not an issue. Private players are free to decide on timings of the parks they maintain."
